Seras gets a new commander named Steadler who thinks she doesn't belong in a field unit and tries to put the moves on her. Walter shows Sir Integra a video on the internet of someone being killed and someone is using the shirt of the dead commander Gareth as the killer.
The field group is sent out to an abandoned apartment building to capture some vampires, Seras finds a man who is turning and kills him, as a mercy. Walter informs Sir Integra there is something she needs to see, its live video of the field unit killing vampires and ghouls on TV. Ferguson is called in by Sir Integra and informed that there are cameras filming it all and to put a stop to it.
Seras finds the person taping and he's a human, he is arrested. He will not tell who he is or who he works for, "I watch what I want, I show others what they want to watch." is his policy. The reporter is the girl named Kim who was attacked by a vampire in episode two.
Because Seras is not yet a full vampire she goes out in the daytime to look at the crime scene from where they filmed the organization earlier on. While looking around she discovers another camera taped to the bed. Before she can look any more she is asked to leave by the investigation team. Seras goes to a bar to decide what to do next and as she drinks her tomato juice she notices Kim and her new commander talking at the end of the bar. They leave the bar and she decides to follow them.
Before they know it there is a guy on the internet showing people being attacked by a vampire but before he can sink his teeth in Arucard appears through the ceiling. "Does having an audience for your sins make you feel special, does it make you proud?" asks Arucard. The victim tries to leave and the vampire throws him into the wall killing him. Arucard shoots the vampire in the head breaking the glass behind him showing the true master minds behind the videos.
As it turns out the culprits behind all of the recorded attacks are Kim and Commander Steadler. Arucard gets ready to shoot and is stopped by Seras who tells him that they need to be punished by human law. Sir Integra shows up and decides the fate of Kim; she decides her crimes are beyond mans law. So Arucard is allowed to dine on her as Seras can't help but watch. After watching Seras decides to drink the blood waiting in her room.
